Fred Weaving, chairman of the Hertfordshire FA’s referees’ committee, said; “This booklet is designed to help officials become familiar and confident with important aspects of referee administration and procedure. 

“It also advises referees of the accepted practices that you should adopt before, during and after the game. The aim is to improve standards within the County, ensure uniformity and good practice and to comply with FA and County FA policy and regulations.”
